ACTIVITIES OF THE DEPARTMENT: The Department provides support to the implementation of projects financed by international financial institutions and European funds. The Department monitors global trends, new legal and technical frameworks, which are directly related to the process of developing technical documentation, as well as all current initiatives related to the process of harmonizing technical regulations, standards and joining the EU.
The Department actively monitors all changes related to: road administration, presentation of the possible organization development, the principle of work and administrative procedures; road financing, presenting alternative approaches for road financing; strategic analyses and long-term planning for the preservation and development of the road network. It participates in the development and monitoring of the implementation of the Operating Program of PE "Roads of Serbia" from the technical aspect.
In the previous period, the Department for Strategic Planning, Studies and Development actively participated in the work on the Project "Building Institutional Capacities in the Transport Sector". The project was implemented in the Ministry of Construction, Transport and Infrastructure through 18 thematic reports that provided the basis for future reforms of the transport sector, and was financed by the European Agency for Reconstruction. One of the main results was the development of: Strategy of Railway, Road, Inland Waterway, Air and Intermodal Transport Development in the Republic of Serbia from 2008 to 2015.
The European Council granted Serbia the status of a candidate country on March 1, 2012, based on the Commission's opinion on Serbia's application for membership adopted on October 12, 2011. The Council concluded on December 5, 2011, that the opening of accession negotiations would be considered by the European Council, in accordance with the established practice, when the European Commission has assessed that Serbia has achieved the required level of compliance with the membership criteria. Considering the fact that the Republic of Serbia currently has the status of a candidate country for full membership in the EU, the transport policy of the Republic of Serbia is determined by the goal of economic and social development and alignment with the transport policy of the European Union. Following the European integration in previous years, a significant effort was made to harmonize the national legislation in the field of transport with the legislation of the European Union. The Department for Strategic Planning actively participated in the development and realization of the Reports prepared by the line ministries in that complex process.
The Department for Strategic Planning, Studies and Development actively participated in the implementation of the ″Memorandum of Understanding″, which is predicted by the Action Plan for the Implementation of Priorities and the European Partnership (adopted by the Government of the RS at the end of 2004). “Memorandum of Understanding” predicted the establishment of offices for traffic monitoring in South-East Europe (South-East Europe Transport Observatory), with which permanent cooperation has been established. Since the need for adequate analyses of the data collected so far, which varied significantly between different regional participating countries, as well as between modes of transport, was recognized, the preparation of the Updated Regional Balkan Infrastructure Study of the Balkans /REBIS/ was started in 2013-2017, potentially in the perspective of joining / signing the Transport agreement with the EU and negotiations on the inclusion in TEN-T /. PERS actively participates in the working group that supports this significant project. The study provides further investment guidelines, confirming the remaining investment decisions that are not yet relevant, plans multimodal transport to ensure connections with the sea/river ports and airports/, as well as connections outside the immediate region of the Western Balkans based on trade movements, focusing on non-physical barriers, border crossings, and on the main roads of the SEETO- Comprehensive Network, taking into account the activities carried out within the framework of the Central European Free Trade Agreement /CEFTA/.
The Department actively participated in the implementation of the three-year Twinning agreement with the Swedish Road Administration. The arrangement included consulting services and training related to: implementation of regular road maintenance works (Support to the World Bank loan, which partly included the promotion of a modern approach to contracting works based on the level of service quality), improvement of traffic safety, systemic solution to environmental protection issues within the road corridor and by improving the planning and management of the road network. The department initiated and actively participates in the interdepartmental project - National Infrastructure of Geospatial Data - NIGP in the Republic of Serbia - road network.
The Ministry of Construction, Transport and Infrastructure, as part of the Western Balkans Trade and Transport Facilitation Project (WBTTF), is working on the development of the National Transport Strategy of the Republic of Serbia 2023-2030 component. The goal of creating a new strategy is to direct the sustainable development of the transport sector as a whole, and the Department for Strategic Planning, Studies and Development participates in the creation of strategies.
In its work, the Department aims to accomplish the frameworks outlined by the Strategy for Sustainable and Smart Mobility in Western Balkans, supporting in its work the efforts of the relevant ministry regarding Serbia’s fulfillment of obligations towards the Transport Community. The White Paper of the transport sector of the European Union – Roadmap to a single European transport zone, towards a competitive and resource-efficient transport system /until 2050/ provided the frameworks for the preparation of the European transport zone for the future, with a Vision of a more concrete and sustainable transport system. The document foresees an increase in the volume of transport and support for mobility, taking into account the reduction of the target emission to 60 %, which is achieved, among other things, by the transition to electric and hybrid vehicles as soon as possible.
Through the "Danube Cycle Plans" project, financed by the EU funds (through the Intereg program), the Danube Competence Center (DCC) with the support of the former Ministry of Trade, Tourism and Telecommunications and with other interested parties in the previous two years developed the first Draft Strategy for the development of cycling in Republic of Serbia from 2022-2026. The draft of the national strategy promotes healthy and green sustainable mobility: cycling as an activity that contributes to the improvement of the environment and the health of all citizens of Serbia. The strategy introduces the concept of cycling (sports, tourist, recreational cycling and everyday use of bicycles for movement) and is an integral part of the Danube cycling strategy, which is also in the final stage of development.
So far, in 2019 a two-way bicycle path of 8.21 km was constructed through the cross-border cooperation program INTEREG IPA cross-border cooperation Romania-Serbia Improvement of Banat Connectivity (project acronym: IBC) Kikinda - Nakovo/ border with Romania/, and the construction of the Nova Crnja-Srpska Crnja/ border with Romania/ 11.7 km long cycling path is also planned from the EU funds, and it will be implemented through the project EcoTouRism Connecting and Developing Region-TORNADO/. PERS also, through the implementation of the Surčin-Novi Belgrade city highway construction project, planned the construction of a two-way bicycle path L=6.344 km, which will contribute to the City of Belgrade’s improvement and better connection of its bicycle infrastructure.
