ASECAP STEERING COMMITTEE, 2016/3

The third session 2016/3 of ASECAP Steering Committee, held on 14 November 2016 in Lisbon, was marked by consideration and evaluation of situation in EU transport.
The attention was paid to transport decarbonisation which anticipates role of motorways, planning and infrastructural financing in EU to be the elements of growth and safe and green mobility as well. Therefore, the activities of ASECAP and its members are necessitated to promote on all levels the message that roads are the key element of political, social and economic green growth in all EU countries.

Activities of ASECAP COPER I are focused on following the EU schemes for toll collection, both national and cross-border, construction role and road functioning, elements of social – economic growth in a new era of EU, and on legal framework for concessions which is easily applicable in many EU Member States.

COPER II investigated the future of these two safety directives, safety in tunnels and road infrastructure safety management on European road network. EC finances various safety studies. The main study in this field is ECOROADS Study which investigates mutual elements and differences between the two directives from a technical aspect, and the ASECAP is in charge of informing on how the Member States implement these two directives on their infrastructure.

ITS, which is a part of COPER III activities, is always a key factor for innovations oriented towards realistic utilization in the field of digitized road transport. The priority issues investigated by the ASECAP are radio frequencies, future interaction between automated vehicle and road, as well as a role of database of tolled motorways.

Because of dimension and various ASECAP activities, it was concluded in COPER IV that the existence of harmonized database is crucial for comparison and preparation of credible position paper.
