Department for Energy Management

The Department for Energy Management is part of the Sector for Strategy, Designing and Development and is responsible for the establishment, development and improvement of the energy management system within the company.

The primary objective of the Department is improving energy efficiency, rational use of energy and natural resources, scaling up renewable energy deployment, reducing operational costs and improving the system’s energy performance, while observing all relevant legal regulations. 

The Department is responsible for:

  • monitoring and applying national regulations and international standards in the energy efficiency and renewable energy sources areas;
  • cooperating with competent institutions and international organizations;
  • preparing programmes, plans and reports in the energy management area and in accordance with legal obligations;
  • establishing and maintaining the information system for monitoring the consumption of energy and energy products, keeping a consumer register and developing the energy efficiency indicators;
  • conducting energy analyses, identifying cost-saving potential and suggesting measures for energy efficiency improvement;
  • participating in the preparation of investment projects, terms of reference and technical documentation in the energy management area;
  • providing expert recommendations regarding the supply of energy, selection of energy products and application of renewable energy sources;
  • participating in the preparation and implementation of projects financed from domestic and international funds;
  • monitoring the implementation of energy efficiency measures, analysing the accomplished results and suggesting corrective activities;
  • performing activities aimed at raising awareness of the rational use of energy;
  • cooperating with other organizational units in the preparation and implementation of projects in the energy efficiency and energy management areas.

Current Activities

The Department for Energy Efficiency is currently performing activities aimed at the improvement of energy efficiency of the structures and systems within the jurisdiction of “Putevi Srbije”, through identification and implementation of measures for the rational use of energy, and reducing operational costs.

Particular emphasis is placed on the optimization of electric power consumption, renewable energy sources management, implementation of the reactive energy compensation system, and the modernization of electrical infrastructure through applying modern monitoring, management and diagnostics systems as well.

At the same time, the activities on establishing and improving the Energy Management System, in compliance with the SRPS ISO 50001 standard requirements, are being conducted. This implies development of necessary documentation, definition of procedures, energy performance monitoring, establishment of energy efficiency indicators, conducting internal audits and continuous improvement of processes in compliance with this standard’s principles.

Apart from the mentioned laws, the Department’s work involves other relevant regulations in the areas of energy, public procurement and infrastructure management, in accordance with their application in the business operations of “Putevi Srbije”.

  • Law on the Use of Renewable Energy Sources (“Official Gazette of the RS”, Nos. 40/21, 35/23 and 94/24 – other law);
  • Energy Law (“Official Gazette of the RS”, Nos.145/14, 95-18 – other law, 40/21, 35,23 – other law, 62/23, 94/24, and 109/2025 – other law) – in the segment that defines the rights and obligations of end-consumers of electric energy, supplier selection, electricity market operations, status of active customers and prosumers, as well as connection and operation of power plants generating electricity from renewable sources.
