Department for Design Documentation

The Department for Design Documentation is a part of the Sector for Strategy, Designing and Development.

The Department for Design Documentation comprises:

  • Division for Design Documentation;
  • Division for Issuance of Conditions.

DIVISION FOR DESIGN DOCUMENTATION

The Division for Design Documentation monitors the preparation of technical documentation: general designs, conceptual solutions, conceptual designs, design documentation for building permits – construction of state roads, road structures and installations within the road reserve. The Division is also responsible for the commencement and execution of public procurement procedures for the preparation of technical documentation, preparation of the terms of reference for all levels of design documentation, monitoring of the designing processes and coordination between the designers, expert controllers and technical controllers, and for the monitoring of commercial contract implementation as well.   

The Division prepares the documentation necessary for the implementation of long-term and mid-term programs and plans for the development of state roads. It also participates in the work of expert committees during the validation and selection of the most favourable design solutions, up to the expert, formal and legal verification of a design.

Based on the contracted deadlines, the Division monitors the implementation schedule by processing the technical documentation and controls monthly statements for the execution of contractual services, and also prepares procurement tenders for technical documentation.

DIVISION FOR ISSUANCE OF CONDITIONS

The Division for Issuance of Conditions is responsible for:

  • the issuance of conditions for the preparation of technical documentation for construction and reconstruction of traffic connections to state roads and the issuance of decisions for investors regarding the fulfilment of the issued conditions;
  • the issuance of conditions for the preparation of technical documentation, i.e., for the installation of linear infrastructure facilities on state roads and the state road protection zones (railway infrastructure, electrical power line, oil pipeline, gas pipeline, overhead transport structure, linear electronic communications infrastructure, water supply and sewerage infrastructure etc.) and the issuance of decisions for investors regarding the fulfilment of the issued conditions;
  • the issuance of approvals for organizing sports or other events on state roads;
  • the issuance of conditions and approvals for the construction of additional elements of state roads from Article 84 Item 3 of the Law on Roads and the issuance of conditions and approvals for the construction of bus stops from Article 85 Item 2 of this Law;
  • the issuance of conditions for the preparation of technical documentation for the installation of advertising boards and panels in the state road protection zones;
  • the issuance of conditions outside the integrated procedure for the preparation of technical documentation for holders of delegated public authority who are also employers for the reconstruction, remedy and adaptation works on the existing infrastructure.

The Department actively monitors the implementation of the contracted projects regarding the preparation of design documentation;

Motorways, the most significant of which are the following projects:

  • Belgrade Bypass Sector C;
  • Fruška Gora Corridor (Ruma – Novi Sad)
  • Motorway Е-763, Belgrade – South Adriatic, Sector III Požega – Boljare (border with Montenegro);
  • Motorway Е-761, section: Požega - Kotroman;
  • Interchange “Vranjska Banja'' on the IА-А1 (Е-75) state road;
  • Motorway Е-70, section: Pančevo – Vršac – border with Romania.

 Expressways, the most significant of which are:

  • Ruma – Šabac – Loznica and Slepčević-Badovinci;
  • Motorway Е-75 Belgrade - Niš (Interchange “Požarevac'') – Požarevac (Bypass) – Veliko Gradište - Golubac;
  • Border crossing with Hungary (Bački Breg) - Sombor - Kula - Vrbas - Srbobran - Bečej – Kikinda – border crossing with Romania (Nakovo);
  • Paraćin – Zaječar – Negotin;
  • Kraljevo – Novi Pazar;
  • North Kragujevac Bypass;
  • Ostružnica – Obrenovac;
  • Golubac – Donji Milanovac – Brza Palanka;
  • Kraljevo - Ušće - Raška - Novi Pazar;
  • South Valjevo Bypass.

 I B category state roads:

  • Bypasses around the settlements Bašaid and Melenci;
  • Novi Pazar - Sjenica, section: Bele Vode – Golija Road;
  • Bačka Palanka – Begeč;
  • Vlasotince Bypass;
  • Užice Bypass;
  • West Sombor Bypass.

 II B category state roads, the most significant of which are:

  • Reconstruction of the state road IIА-100, section: through the settlement Sremski Karlovci and the section: Petrovaradin – Sremski Karlovci;
  • Reconstructions and constructions of the state road IIА-102, Novi Sad – Temerin, with bypasses around Bački Jarak and Temerin;
  • Construction and reconstruction of the state road IIА-223, from the monastery Poganovo to Zvonce;
  • Construction and reconstruction of the state road IIА-197, Kaona – Ivanjica, section: Dubac – Luke.

 Bridges, the most significant of which are:

  • Pančevo bridge (approach structures);
  • Bridge over the river Great Morava (Ćuprija);
  • Bridge over the West Morava on the IIA category state road no.189, section Selište (West Morava) – Stopanja (West Morava);
  • Construction of the IIA category state road no.130 bypass around Orlovat with a road bridge over the river Tamiš.
