Department for ITS Development and Implementation

 

Department for Development and Implementation of ITS is responsible for intelligent transport systems on the Republic of Serbia state roads in all phases of development and implementation. The Department representatives are also the appointed representatives of the Enterprise during the implementation of commercial contracts on designing and execution of construction works on state roads and technical support to the Investor during the construction of tunnel structures on the I and II category state road network.

 

Intelligent transport system (ITS) represents a set of measures and technologies applied in the transport system which integrates information and telecommunication technologies to increase the levels of safety, efficiency, availability and sustainability of the transport network.

Intelligent transport systems have a great potential for improving the efficiency of the transport system, and also for reducing adverse effects of traffic.  For that reason, one of the PE “Roads of Serbia” ’s strategic goals is development and implementation of ITS on the Republic of Serbia state roads, especially on the sections extending along the international corridors’ routes.

Department for Development and Implementation of ITS, within the Sector for Traffic Control Information Systems, conducts the following activities within its competence:

  • preparation of a plan for development, organization and management of traffic and the development of ITS in compliance with the strategic documents of the Republic of Serbia and the EU directives for the subject area.
  • preparation of plans for the development of ITS equipment  and monitoring of its implementation.
  • supervision and management of the installed ITS systems and equipment
  • providing support to the competent winter maintenance services on the segments of the state road network equipped with weather stations (RWIS)
  • providing support to the introduction of the performance based maintenance concept (PBMC);
  • implementation and monitoring of operation and maintenance of road weather stations within the warranty period;
  • implementation of video surveillance systems and monitoring their operation within the warranty period;
  • implementation of special purpose video surveillance (ALPR-ADR) and monitoring of operation within the warranty period;
  • implementation of variable message sign (VMS)systems and monitoring their operation within the warranty period;  
  • implementation of smart traffic signage for recommended speed on the IB category state roads.
  • implementation of Vehicle-to-everything (V2X) systems intended for wireless vehicle-to-environment communication and monitoring their operation within the warranty period;
  • implementation of ITS on current infrastructure projects
  • designing and construction of regional centers for traffic management
  • construction of communication infrastructure for the requirements of ITS implementation on state roads and monitoring its functionality within the warranty period
  • construction of energy infrastructure for the requirements of ITS implementation
  • monitoring the operation of energy infrastructure in tunnels
  • preparation of terms of reference and providing guidelines for the preparation of design and technical solutions;
  • participation in the preparation of strategic documents related to the implementation of ITS on state roads;
  • participation in international projects for the improvement of traffic safety and traffic solutions.

The Department conducts its activities operationally through the work of the following divisions:

  2. Division for Development and Implementation of Road Weather Information Systems and Traffic Observation Systems
  3. Division for Development and Implementation of ITS Communication and Energy Infrastructure
