Department for Traffic Surveillance and Management

The main purpose of Traffic Management Systems is the improvement of road infrastructure through the integration of modern information and communication technologies. Some of the goals of traffic management of the road network of the Republic of Serbia are optimal utilization of transport capacities – establishment of stable traffic flow, mitigation of congestions, elimination of potential traffic accidents, and, at the same time, ensuring the best travel conditions for road users.

The Department for Traffic Surveillance and Management of the Sector for Traffic Management Information Systems performs the following activities within its competence:

  • surveillance and management of traffic on I and II category state road network
  • collection of traffic-technical data on roads and users
  • establishment of function of national and regional traffic management centers
  • technical support for the Employer when constructing tunnels in phase until obtaining the exploitation permit
  • provision of a wide range of services to road users through activities of the Information Center and specialized ITS GIS portal
  • checking traffic safety in tunnels and implementing improvement measures

The Department's representatives are at the same time the appointed representatives of the Enterprise in the realization of commercial Contracts on the design and execution of works on the construction of state roads and technical support to the Employer in the construction of state roads and tunnels on the road network of I and II category state roads.

Organization of activities in regional, operation and management, and tunnel centers (RC/OMC/TOC)

Activities of the Department are organized through regional, operation and management, and tunnel centers with constant on-call service 24 hours a day, 7 days a week, and comprise the following:

  • continuous monitoring and detection of every extraordinary event and alarm about the event that impacts the safety of traffic participants,
  • timely taking of prescribed steps for the provision of ultimate support for achieving safe and stable traffic flow on the state roads,
  • detection of failure on installed equipment

All changes in the status of elements of installed ITS equipment may be identified through the:

  • Central System for Monitoring and Management (CSMM)
  • video surveillance system
  • regular checkup of installed systems
  • Reports made by the competent authorities (police, fire department, service responsible for road maintenance).

Various systems installed in operation and management centers enable the detection of diverse events in a facility or its impact zone, such as traffic accidents, formation of a stream of vehicles, stopped vehicles, driving in the opposite direction, pedestrians or cyclists, works, slow vehicle, extreme weather conditions, power failure, foreign object, and many others.

Department for Information System Maintenance

In the era of digitization, automation, and industrialization, the PE Roads of Serbia endeavours to follow trends in the field of information management systems.

The principal objective of the Department for Information System Maintenance within the Sector for Traffic Control Information Systems is the maintenance of computer and ITS equipment, systems, and networks, processing and analysing of data related to the maintenance of information management system. 

The Department consists of two divisions:

  1. Division for development and maintenance of computer equipment and networks, and 
  2. Division for ITS equipment maintenance.

The tasks of the Division for development and maintenance of computer equipment and networks are:

  • protection and maintenance of networks, computers, and computer equipment under the responsibility of the Enterprise 
  • providing support to work and business processes at all key locations from the IT environment and within the organizational units 
  • elimination of failure of computers, computer and communication equipment, and networks of the Enterprise 
  • operations related to protection, security, and access control  
  • implementation of precautionary measures upon daily review of IT system operation 
  • IT equipment procurement
  • activities ensuring the safety and security of ITS operations meaning protection, control, and monitoring of IT systems, as well as all the activities regarding malicious software (malware) that include their filtering and elimination 
  • provision of anti-virus user-endpoint and e-mail protection of the Enterprise’s IT systems within the competence of the Sector 
  • provision of backup data and copies of scanned documents and media for transferring and storing backup copies, ensuring the operation of Cloud mail and WEB servers
  • communicational connection of the IT systems installed in the key facilities of the Enterprise aiming at their centralization-monitoring and control from the central location
  • preventive control and activities for ensuring the timely performed work and business processes of the user
  • support in the operation of software tools and modules for the clerks’ office works and economic and financial business operations
  • provision of the necessary IT equipment for improvement of the system, storing and protection of data from installed systems for traffic observation (database)

The tasks of the Division for ITS equipment maintenance are the following:

  • maintenance of the system for traffic observation – automatic traffic counters,
  • maintenance of the road weather stations  
  • maintenance of the tunnel systems of the regional, surveillance, and operational centers   
  • maintenance of the variable-message sign systems, and  
  • maintenance of anti-burglary and video-surveillance systems, and other ITS equipment.
  • constant control and surveillance in the field and reporting about system performances 
  • maintenance and a follow-up of the general condition of portals – variable-message signs, video surveillance systems, communication, and power supply network and installations 
  • maintenance of communication infrastructure and video surveillance within the competence of the Sector for Traffic Control Information Systems on open sections  
  • maintenance/service of ITS equipment on tunnel complexes
  • monitoring, protection, and surveillance of access to ICT resources of systems of tunnel complexes and tunnel-operational centers
 


Maintenance of the tunnel complexes has strategic importance for the road network of the Republic of Serbia and implies maintenance and provision of functionality for all existing IT systems, equipment, and installations in tunnels, such as:

  1. Burglar Alarm System,
  2. Fire Alarm System,
  3. Video Surveillance System,
  4. SOS and Intercommunicator Systems,
  5. Air Control System,
  6. Traffic Detection System,
  7. Audio Sound System (loudspeaker),
  8. Tunnel Radio System,
  9. Traffic Signage System (everything in the system except for the variable-message signs as special elements of the system that are maintained separately),
  10. Central Monitoring System (CSNU – SCADA),
  11. Tunnel installations – tunnel lighting,
  12. Tunnel Ventilation System – Smoke and Heat Extraction System,
  13. Power Station,
  14. Fire Hydrants and Hydrant Pumps,
  15. Communication equipment and installations in control and operation centers with installations up to the tunnels,
  16. Tunnel Rooms,
  17. Access Control,
  18. Meteorological Data Acquisition System,
  19. Gauge Control System,
  20. Water Purification System,
  21. System for ADR vehicles detection,
  22. Other equipment and systems of tunnels and their communication centers.

Department for Integrated Management Systems and Business Operation Support Systems

The business excellence path, followed by the PERS for more than a decade, represents a path leading to modern management methods, strengthening of management systems, in order to adapt to the impacts of various factors and achieve constant growth and development.

The basis of The Department for Integrated Management Systems and Business Operation Support Systemswork is harmonization, connecting and strengthening of the business system through business support which includes:

  • Leadership and strategy – establishment of a vision, a mission, values and ethical principles, establishment and development of integrated management systems (ISO 9001, ISO 45001, ISO 39001, ISO 50001,), strengthening and improvement of organization culture, defining general and strategic goals, understanding the needs of interested parties and internal performances, harmonizing the legislation, policies, plans, procedures, et al.
  • Defining and monitoring the realization of business goals establishing and monitoring the key process parameters, monitoring the accomplishment of the enterprise’s operational goals, et al.
  • Processes – modeling, analysis and optimization of business processes, strengthening of connections, processes and intersectoral collaboration.
  • Development and strengthening of employees – оrganizing and conducting the training of employees, care for employees, strengthening and motivation, encouraging the employees, team work, creating the sense of affiliation for the company et al.
  • Establishing and strengthening internal communications – support and improvement of internal, electronic communication, managing the platform for information, communication, exchange of knowledge and presentation of employees and their scope of work on the Intranet portal, creating visual elements and internal communication identities.

  • Presenting the profession, business activities and operations – managing the contents on the business network “LinkedIn”, distribution of business contents to the interested parties.
  • Business analytics presenting process maps, analysis of reports on goals, internal and external matters of the enterprise, monitoring the implementation of measures et al.

Integrated Management Systems in PE “Roads of Serbia”

Implementation of the standard ISO 9001 – quality management system in the PE “Roads of Serbia” commenced in 2010, and the certification of the enterprise by this standard was carried out in 2012.

The integrated management systems in our enterprise began developing with the implementation of the standard ISO 18001 – Occupational Health and Safety Management System in cooperation with the Department for Safety, Health, Fire Protection and Rescue at Work as the standard bearer. The basic ISO 9001 was extended with this system through internal consulting, the certification was successfully executed and the transition to ISO 45001 – Occupational Health and Safety Management System was performed.

In the meantime, the PE “Roads of Serbia” obtained a certificate for the ISO 39001 – Road Traffic Safety Management System. The Department for Integrated Management Systems and Business Operation Support Systems provided support to the Department for Traffic Safety for the standard implementation.

In the forthcoming period, implementation of the standard ISO 50001 – Energy Management Systems is expected, an also partially integrated one and whose bearer is the Department for Energy Management.

The integrated management system has proved to be the best management approach for the organization restructuring at the same time, cost reduction, production and profit increase and long-term sustainable organization development.

It is important to point out that the employees at the PE “Roads of Serbia” provide support to the standard implementation by constant professional development and regular following of new trends regarding the standards for the areas within their competence.

Department for Integrated Management Systems and Business Operation Support Systems is very dedicated to the performance of all activities, from the domain of integrated management systems and in the area of business support to the enterprise as well. In this manner, the presence of the PE “Roads of Serbia” in the IMS area is kept at a high level and its business excellence is presented among the professional community.  The indicator of this good practice are the three national awards for business excellence, the “Quality Oscar”, won during the period of integrated management system implementation:

The idea behind the PE “Roads of Serbia” Intranet Portal is creating a platform for supporting internal communication and distribution of information within the PE “Roads of Serbia”.

Intranet Portal represents:

  • A tool for distribution of information, results and the business process output within the PE “Roads of Serbia”’s competence
  • A tool for distribution of information within the sectors of the Enterprise, important for the employees
  • A knowledge base containing expert and educational texts
  • A place reflecting the identity and affiliation towards the enterprise
  • One of the ways for promoting and strengthening the values nurtured by the PE “Roads of Serbia” among the employees

Support to IT Project Management

In order to improve and adequately display business processes and mutual communication within the company, the Department for IMS and Business Operation Support Systems is a participant in the process of digital transformation of the company.

The activities of the Department are related to planning, internal management and monitoring of the IT project implementation. The role of the Department is support in all stages of the process, including the analysis and surveying together with the contractors, as well as the coordination of all activities on the project.

Professional Development of Employees / Employee Care

Personnel development, awareness raising, business and digital communication and data processing provide employees with the opportunity to acquire the business skills, experience and knowledge they need to perform their work and increase work efficiency. The department plans and implements employee training that is important for modern business. Introduction to work and internal support for common activities within the company are also carried out, within the framework of the Employee Care platform.

The goal is to provide closer support to employees, through the allocation of authority and involvement in the Enterprise's activities. Employees are taken care of by giving them recognition and awards for their contribution to the development and success of the company.

Department for ITS Development and Implementation

An Intelligent Transport System (ITS) represents a set of measures and technologies applied in the transport system which integrates information and telecommunication technologies to increase the level of safety, efficiency, availability and sustainability of the transport network.

Intelligent transport systems have a great potential for improving the efficiency of the transport system, and also for reducing adverse effects of traffic.  For that reason, one of the PE “Roads of Serbia” ’s strategic goals is development and implementation of ITS on the Republic of Serbia state roads, especially on the sections extending along the international corridors’ routes.

Department for ITS Development and Implementation, within the Sector for Traffic Management and Information Systems conducts the following activities within its competence:

  • development of plans for development, organization and management of traffic and development of ITS in accordance with the Republic of Serbia strategic documents and the EU directives for the subject area.
  • development of plans for ITS equipment development and monitoring of its implementation.
  • supervision and management of the installed ITS systems and equipment
  • providing support to the competent winter maintenance services on the segment of the state road network equipped with weather stations (RWIS)
  • providing support to the performance based contract concept (PBMC);
  • implementation and monitoring of road weather stations’ work and maintenance within the warranty period;
  • implementation of special purpose video surveillance (ALPR-ADR) and monitoring its works within the warranty period;
  • implementation of variable message sign (VMS) system and monitoring its works within the warranty period;
  • implementation of ITS on current infrastructure projects
  • designing and construction of regional centers for traffic management
  • construction of infrastructure and monitoring its functionality within the warranty period
  • construction of energy infrastructure for the requirements of the ITS implementation
  • monitoring the work of energy infrastructure on tunnels
  • development of terms of reference and issuing guidelines for the development of design and technical solutions;
  • participating in international projects for traffic safety improvement and improvement of traffic solutions.

Representatives of the Department are, at the same time, authorized representatives of the Enterprise during the implementation of commercial contracts on design and execution of works on state road construction and also technical support to the Investor regarding the construction of tunnel structures on the I and II category state road network.
