The Department for Design Documentation is a part of the Sector for Strategy, Designing and Development.
The Department for Design Documentation comprises:
- Division for Design Documentation;
- Division for the Issuance of Conditions.
Reference system for the state road network
DIVISION FOR DESIGN DOCUMENTATION
The Division for Design Documentation monitors the preparation of technical documentation: general designs, conceptual solutions, conceptual designs, design documentation for building permits for the construction of state roads, road structures and installations within the road reserve. The Division is also responsible for the commencement and execution of public procurement procedures for the preparation of technical documentation, preparation of the Terms of Reference for all levels of design documentation, monitoring of the designing processes and coordination between the designers, expert controllers and technical controllers, and for the monitoring of commercial contract implementation as well.
The Division prepares the documentation necessary for the implementation of long-term and medium-term programmes and plans for the development of state roads. It also participates in the work of expert committees during the validation and selection of the most favourable design solutions, up to the expert, formal and legal verification of a design.
Based on the contracted deadlines, the Division monitors the implementation schedule by processing the technical documentation and controls monthly statements for the execution of contractual services, and also prepares procurement tenders for technical documentation.
The Division actively monitors the implementation of the contracted projects regarding the preparation of design documentation:
Motorways, the most significant of which are the following projects:
- Belgrade Bypass Sector C;
- Fruška Gora Corridor (Ruma – Novi Sad)
- Motorway Е-763, Belgrade – South Adriatic, Sector III Požega – Boljare (border with Montenegro);
- Motorway Е-761, section: Požega - Kotroman;
- Interchange “Vranjska Banja'' on the IА-А1 (Е-75) state road;
- Motorway Е-70, section: Pančevo – Vršac – border with Romania.
Expressways, the most significant of which are:
- Ruma – Šabac – Loznica and Slepčević-Badovinci;
- Motorway Е-75 Belgrade - Niš (Interchange “Požarevac'') – Požarevac (Bypass) – Veliko Gradište - Golubac;
- Border crossing with Hungary (Bački Breg) - Sombor - Kula - Vrbas - Srbobran - Bečej – Kikinda – border crossing with Romania (Nakovo);
- Paraćin – Zaječar – Negotin;
- Kraljevo – Novi Pazar;
- North Kragujevac Bypass;
- Ostružnica – Obrenovac;
- Golubac – Donji Milanovac – Brza Palanka;
- Kraljevo - Ušće - Raška - Novi Pazar;
- South Valjevo Bypass.
I B category state roads:
- Bypasses around the settlements Bašaid and Melenci;
- Novi Pazar - Sjenica, section: Bele Vode – Golija Road;
- Bačka Palanka – Begeč;
- Vlasotince Bypass;
- Užice Bypass;
- West Sombor Bypass.
II B category state roads, the most significant of which are:
- Reconstruction of the state road IIА-100, section: through the settlement Sremski Karlovci and the section: Petrovaradin – Sremski Karlovci;
- Reconstructions and constructions of the state road IIА-102, Novi Sad – Temerin, with bypasses around Bački Jarak and Temerin;
- Construction and reconstruction of the state road IIА-223, from the monastery Poganovo to Zvonce;
- Construction and reconstruction of the state road IIА-197, Kaona – Ivanjica, section: Dubac – Luke.
Bridges, the most significant of which are:
- Pančevo bridge (approach structures);
- Bridge over the river Great Morava (Ćuprija);
- Bridge over the West Morava on the IIA category state road no.189, section Selište (West Morava) – Stopanja (West Morava);
- Construction of the IIA category state road no.130 bypass around Orlovat with a road bridge over the river Tamiš.
DIVISION FOR THE ISSUANCE OF TECHNICAL CONDITIONS
The Division for the Issuance of Technical Conditions is responsible for:
- issuing technical conditions for the preparation of technical documentation for the construction and reconstruction of road access connections to state roads, and issuing decisions confirming compliance with the prescribed conditions;
- issuing technical conditions for the preparation of technical documentation for the installation of linear infrastructure facilities within state roads and the state road protection zone (railway infrastructure, power transmission lines, oil pipelines, gas pipelines, cableway facilities, electronic communications infrastructure, water supply and sewerage infrastructure, etc.), and issuing decisions confirming compliance with the prescribed conditions;
- issuing approvals for holding sports and other public events on state roads;
- issuing technical conditions and approvals for the construction of additional state road elements referred to in Article 84, paragraph 3 of the Law on Roads, as well as technical conditions and approvals for the construction of bus stops referred to in Article 85, paragraph 2 of the same Law;
- issuing traffic engineering conditions for the preparation of technical documentation and granting approvals for the installation of advertising signs and billboards within the state road protection zone;
- issuing technical conditions outside the integrated permitting procedure for the preparation of technical documentation for public utility operators acting simultaneously as infrastructure owners and investors in the reconstruction, rehabilitation and adaptation of existing infrastructure.
Integrated Procedure through CEOP:
Technical conditions are issued through the Integrated Procedure via the Central Electronic System for Integrated Procedures (CEOP), in accordance with the Rulebook on the Procedure for Conducting the Integrated Procedure by Electronic Means (“Official Gazette of the Republic of Serbia”, No. 96/2023), the Decree on Location Conditions (“Official Gazette of the Republic of Serbia”, No. 87/2023), and the Rulebook on the Content, Preparation Procedure and Review of Technical Documentation According to the Classification and Intended Use of Structures (“Official Gazette of the Republic of Serbia”, No. 96/2023). The procedure for obtaining Location Conditions is initiated by submitting an application to the competent authority through the Central Information System (CIS). Upon receipt of the application, the competent authority verifies whether the formal requirements for processing the application have been met.
The competent authority forwards the request for the issuance of technical conditions for design and construction through the CIS.
The received request is registered in the CIS. The Head of the Division for the Issuance of Technical Conditions assigns the case to a Technical Conditions Engineer for processing.
Documentation required for the issuance of technical conditions - CEOP
Procedure outside the Integrated Procedure:
For public utility operators that are simultaneously infrastructure owners and investors in works involving the reconstruction, rehabilitation or adaptation of existing infrastructure, technical conditions may be issued outside the Integrated Procedure, in accordance with Article 5, paragraph 2 of the Decree on Location Conditions (“Official Gazette of the Republic of Serbia”, No. 87/2023). In such cases, the request for the issuance of technical conditions shall be submitted through the registry office or by e-mail (This email address is being protected from spambots. The applicant shall submit a request for obtaining technical conditions for the reconstruction, rehabilitation or adaptation of existing infrastructure located alongside state roads, together with the technical documentation (Conceptual Design).

Issuance of the Decision Confirming Compliance with the Issued Technical Conditions:
Following the issuance of the Location Conditions, the applicant/investor shall submit the design documentation (Preliminary Design, Design for Building Permit or Detailed Design), prepared in accordance with the technical conditions issued by “Putevi Srbije” LLC, for the purpose of obtaining the Decision Confirming Compliance with the Issued Technical Conditions.
