SIRN - Sustainable Improvement of the Road Network Project

The Sustainable Improvement of the Road Network Project – SIRN, represents an investment program in the form of a framework loan of up to EUR 300 million to the Republic of Serbia, with participation of the European Investment Bank, the French Development Agency, and other financing sources.

The main objective of the project is to improve the existing road network (state and local) through rehabilitation, reconstruction and modernization of infrastructure, without the construction of new roads. Special emphasis is placed on adaptation to climate changes and strengthening system resilience, improving road safety, preserving existing resources, environmental protection and enhancing connectivity. The selection of priority sections is based on multi-criteria analysis, with the aim of encouraging balanced and sustainable regional development. 

The project aims to improve accessibility, quality and safety of traffic, particularly on local roads that play a key role in the functioning of rural areas. The introduction of climate resilience measures will contribute to the long-term preservation of infrastructure and reduction of maintenance costs.

Significant support for project implementation is provided through Technical Assistance from the European Investment Bank, aimed at strengthening institutional capacities, improving road safety, and ensuring compliance with national and international standards, as well as with the requirements of financial partners, including standards in the environmental and social aspects areas. 

The project is expected to deliver multiple benefits, such as reduced maintenance costs, fewer traffic accidents, noise reduction and shorter travel times. At the same time, the project contributes to addressing broader development challenges and aligns with the priority areas of the EU’s Global Europe (NDICI) program, as well as the Economic and Investment Plan for the Western Balkans for the period 2021-2027. Its implementation also contributes to achieving multiple sustainable development goals.

Program obuka za lokalne samouprave u okviru projekta SIRN


„Putevi Srbije“ d.o.o. u saradnji sa Ministarstvom građevinarstva, saobraćaja i infrastrukture, uz podršku Evropske investicione banke (EIB), realizuje seriju regionalnih radionica namenjenih predstavnicima jedinica lokalnih samouprava u okviru projekta „Održivo unapređenje putne mreže“ (SIRN).

Cilj obuka je unapređenje znanja i kapaciteta lokalnih samouprava u oblasti upravljanja putnom infrastrukturom, bezbednosti saobraćaja, klimatske otpornosti i investicionog održavanja putne mreže.

Tokom radionica učesnici će imati priliku da se upoznaju sa:

  • ciljevima i obimom SIRN projekta,
  • prikupljanjem i obradom podataka o putnoj mreži,
  • bezbednosnim aspektima saobraćaja na lokalnom nivou,
  • pitanjima zaštite životne sredine i klimatske otpornosti,
  • procedurama nabavki i upravljanja ugovorima.

Regionalne radionice biće održane tokom maja i juna 2026. godine u više gradova širom Srbije, prema utvrđenom rasporedu po okruzima.

Pozivamo predstavnike lokalnih samouprava da aktivno učestvuju u ovom programu i zajednički doprinesu razvoju sigurnije, otpornije i modernije putne infrastrukture u Republici Srbiji.

Department for financial management of projects

The Department for Financial Management of Projects prepares annual investment plans, is responsible for the organization and control of the implementation of the adopted quality control procedures and ensures the conditions for achieving the planned quality control goals. 

It also controls and distributes reports on the financial realization of each individual loan/donation as well as specialized financial reports according to the special requirements of creditors and ministries. 

Cooperates with external auditors if an external audit is required by an agreement with a creditor or donor. It ensures the necessary coordination of work between the Sector for Investments and other organizational units of the Public Enterprise. Creates a report on the work of the department and performs its analysis.

Department for Implementation Monitoring and Planning and Analytical Affairs

Department for Implementation Monitoring and Planning and Analytical Affairs monitors the implementation, advancement of individual contracts/projects, prepares reports and plans of the entire sector.

Department for Analysis and Settlement of Claims

Department for Analysis and Settlement of Claims considers contractors’ claims and their justification in view of the relevant legislation and contract documents. 

Department for Operative Management and Supervision of Projects

Department for Operative Management and Supervision of Projects manages the contracts for consulting services and implementation works, controls of projects financed from the national and foreign funds in the field of environment protection, traffic safety and social aspects.
